Sunday night pub quiz - Frame identification.

Hi all

I went for a walk this afternoon and wandered past a skip. Now I know I'm not going to be able to retire early off this one but it did have an Orange OX Hot Rod handle bar on it and an STX group set so here we go, guess the frame (I have no idead by the way). My guess is some no name Halfords style lump as it's a heavy one. I don't think it's an Orange frame even taking into account the bar stem.

Looks like an unbranded alloy frame available from a few sources (inc Greyville iirc) around 2000 - in this blue or a bright red.
We used to build them up rigid as hybrids for small riders on 26s

Could be a Raleigh. There's on here with a similar frame number, https://www.facebook.com/share/p/1BezX9GvQP/ stickered up as a Rock Lobster (which I don't think it is).

One of the commentators thinks that bike is a Raleigh RSP 250 - @Trebz's isn't a RSP 250 but the serial number is the same format.
