Well, if you can secure the crank-with a bottom bracket spindle attached to it and the axle itself tightened in the vice- then you can try heating the steel spindle, so after this you only need a PB-gas blowtorch, a good 15 mm spanner and some nice leverage-thing is, you need to get the spindle veeerrrry tight&solid-if it's rotates, then...
