There is a 92ish Rocky Mountain Cirrus frame,and a 98 Scott Endorphin Carbon complete on pinkbike, and a Haro Exreme complete listed locally (within 150km).
Do I need another retro project when I don't even have an operational mountain bike?

Kirk frames are actually quite useful. Almost any bike would .... Most Kirks these days have broken joints in the rear end bonding making them feel like you've read wheel steering, that said mines a keeper as theres nothing else that looks like a Kirk
