Does anyone know the difference between TL-FC20 and TL-FC21?

Do all shimano dustcaps with the two holes have the same hole size and separation?

The TL-FC21 is longer, same fittings, the TL-FC20 was a bit of a bugger if the chainring bolts were too tight

And all Shimano dust covers were the same size from what I remeber.
