I'm not certain, but I'm pretty sure that the monarch doesn't set import duty rates much the same as she probably doesn't decide stamp duty land tax rates and thresholds and inheritance tax rules :roll:

I dont think the queen decides import tax and duty but the government, which is elected by the people.

Annoying as it is, you should have looked up the duty calculator and used that to decide whether to buy or not.
