I thought that, what's to stop them rotating, though on one pic it looks like a little screw or rivet. The ides is there, needs to me cnc/machined to fit into the dropout where the hanger would, and the plate behind (guess this is the reduced spindle width). Ugly bolts too, needs recessed chainring type bolts.

Cycling does make folks try any old little 'innovation', gotta love that over the bicycles many years.
 
It's also going to raise the back of the bike up by about 30 to 40mm by the looks of it.
 
and steepen the head angle a fair bit

which he seems to be quite proud of (no no it wasnt an accidental byproduct - it's intentional!)

Oh and you cant use your back brake so freewheel and man up and fit a fixie - that wont of course put oodles of more force into the dropout either.
 
looks worse than chain tensioners tbh! this would also effect the brake performances aswell due to shifting the radius away
