Sawn off seat post removal...

Hello - if a bicycle still has the remains of a seatpost within the tube but has been sawn off at the seat clamp is that a waste of time ? Spotted a nice bike but pics look like the seatpost is still in the tube with nothing to grasp.

Sliding closer to an e-bike and not dealing with these problems

It's doable with a hacksaw blade and a chisel, but you're right, it's a PITA.
