There's unlikely to be any significant difference between the two in use.
9 speed chain on a 10 speed chain set *might* rub in slightly more ratios than a 9 speed chain set/chain. Saying that, I've run 9/10 hybrid drivetrains on several bikes and never noticed.
Stronger/weaker is not so easy to judge, side plates are thinner, but pins, plates and rollers are made from a different grade of material. So they might be better in wear, but have poor fracture strength etc etc.
Unless you know exactly which grades and how they've been heat treated etc. You've got no real idea. And every manufacturer will be slightly different.
