RockShox issue - Help please

They are not washers they are oil seals. Yes they both go into the cartridge. They both get installed from the slightly wider end. First one goes in with the open side toward the middle of the chamber. Then you block the hole and fill the chamber half way with oil. Install the shaft with the blue ring side first. Submerge the middle section with the blue ring into the oil. Then fill the rest with oil. Pack the open side of the other oil seal with grease. Then install the seal onto the shaft with open/grease filled side facing the oil and a piece of fishing line between the shaft and the seal. Press the seal in making sure the trapped air is released by the gap from the fishing line. Then when the seal is in the proper position pull out the fishing line. Done
 
Kokies, thanks that makes sense and I can see how it fits. My only question is which way the rod goes in. when I look at the manual 97cart the flat edge/longer shaft seems to be on the opposite side than mine - ie. the blue washer part is closer to the flat ended shaft bit but doesn't show that way on the manual - or maybe I can't read the diagram. I attach a photo of the order I will insert the seal and washers - do you see what I mean? cart2.jpg
 
Flip the rod/shaft, everything else stays the same. the o-ring and wash go up against the smaller diameter middle collar.

We you install the oil seal on the right do it from the opposite end. If not you can damage the oil seal on the grove for the retaining ring.
