I think it's the juxtaposition of urgency and suffering that makes this photograph. Not to mention the old adage of being there at the right time and place and close enough. It's clear the photographer was sharp and studied composition and framing. There is humanity and help in it too, but it's clear who is the one who get their hands dirty. I don't think it's anything related to class, but the racing back then and sending these guys in rural regions for the entertainment sakes is totally at the image forefront captured in about 1/125s of a second.

It is an excellent picture, almost looks staged.

Rural France would have been like here in rural Ireland back then, Sunday was going to mass (as we Catholics say) Wearing one's best clothes, the Sunday best, was the norm, as it still is now.

The photo was likely taken as people were coming out from the church.

But it's true that people dressed better at all times back then.
