Looking at it again I know how I'd play it...
The numbering on drop out looks raised to my eyes...make sure that's flat before bolting it on or you'll end up with very vague indexed shifting and it'll probably make it crack after a while.
I'd go for the fixing Infront of the axle skip the one at the top and then pop a new one in on the rear of the axle.
Do front first then bolt in a wheel then do the rear one once it's lined up and sitting flat.
I can't remember the spacing you've gone with...it's obviously going to add a bit of width for your quick release that hanger!

130 spacing, so should be plenty of skewer left with those thin steel dropouts.
Will most likely need to do some filing or shimming to get the alignment right - that'll be a pain.
Numbers are stamped into the dropout, but a kiss with a file won't do them any damage.

Maybe just bolt it all up and setup with a gear hanger alignment tool. I was able to borrow one for my Holdsworth Tourer and it was way out so made a huge difference to shifting. Went on and checked three more bikes and they all needed a tweak..

Ooof. Interesting one. The drop-outs are already whittled away to a bare minimum and I wouldn't trust making any holes in them.

The new paint is lovely too and worth keeping intact.

If it was me, I would actually try to use the chain-stay mounts first to mount a custom mech hanger plate.

Getting the wheel in and out could be fiddly, and of course there would be more than necessary chain wrap around the sprockets.

This probably sounds utterly daft and counter intuitive, but I honestly can't see why shifting wouldn't work.

I'm having a bike nerdy moment. Following on from above, if you look at some older long horizontal drop-outs, I don't think you would be that far off.

One proposal - and hold on to your hats and get ready to put me back into the wrenching asylum is to use a Shimano Hone rear-hub and rear mech. A short lived failed Shimano thing where no drop-out with a mech hanger is needed at all. Think they were 9 speed.

I've just measured some dropouts at mine there most likely shy of 4mm thick....M3 would be ok. M4 is a bit much M5 eh non....
Going off the the original hanger I did suggest long time ago !
Does anyone know what Chavez has planned with regards to speeds and cassettes? Is this gonna be a dinner plate 1x set up?

I would use one of these: It would be a bit crude, but solid, and there would be no need to drill those rather fragile, weight relieved looking dropouts. Its just clamped by the quick release
