i bought one of the cheap tesco bikes that had the claris groupset,now the wheels were rubbish so got some claris ones but they are too small for the rear drop out spacing,what can i do anyone

Strange that the spacing on the frame is too wide for a normal road wheel. I'd change the axle as you've suggested.
 
Have you tried taking some measurements (frame, both wheels)?
And checking the specification of the wheels (New and old). (And frame)
 
How much is it out by? 5mm might suggest frame is a mtb width (135mm) and new wheel is a standard road size of 130mm.
 
Only reuse the cones fRom the old wheel if it had a Claris hub.
Other than that, longer axle, extra spacers and a redished wheel.
