What size person would this frame suit best?

The 19" size has a standover height of 29" and a 23" top tube. Kona never really stated what heights suit each frame size but I suppose this frame would suit someone around 6' to 6'2". The important dimension is the top tub length, vertical adjustment is easily done with the seat pin.
