I used 'Nitromors' paint stripper. It took about 2 or 3 applications to get most of it off. The Nitromors was an old can that had dichloromethane as the active ingredient. The current stuff has been reformulated without it so I don't know if its any good now.
I found a stainless steel pan scourer was good for removing the softened paint from the tubes and a rotary wire brush in a power drill was good for the lugs, etc. After that a good going over with 240 grade carbide paper to get rid of the stubborn spots and generally clean it and roughen it ready for the paint. A few small rust pits were treated along the way.
It takes a fair amount of time and elbow grease, but not much compared to cleaning and polishing all the other components.
