Raleigh Max Alu II

I have the above bike in a lovely solid green colour and from what I've seen on another thread is about a 1994 version. It has Alivio components in the main. The brakes are Alivio but done in an enamel/ceramic coating. It looks very nice, my question is, is this normal or are they like a special order extra?

Tried to load pictures but cannot cut them done to size for some reason to fit on here.
