Raleigh Fork Crown

Hi folks, I am doing up a early 80's Raleigh Record Sprint. The bike only came as a frame. I have tried to fit some 700c Mavic MA wheels 700c with QR hubs. The rear fits fine but the front won't go in as the fork crown won't accept it. Is there a fix for this and why does this occur? Any ideas please will be appreciated
 
As far as I remember the original wheels and tyres were 700 x 20c.

Are you using fatter tyres and where is the obstruction occurring?
posting a pic would probably help.

Ah no its not the actual tyre size or wheel size but the central spindle through the hub that won't go through the dropout. The fork blade ends that I called the crown but isn't, its the dropouts (my fault). The drop out seems to have a step on it stopping the hubs from going through, like I need thinner axles. Hope that makes sense.

Do you mean the lawyers lips? They are the steps that stop the wheel falling out in the event that the nuts or skewer isn't tightened up enough.
If so, there are 2 solutions - either slacken off the nuts/skewer, insert wheel, hand tighten and then do up properly as intended. Alternatively if it's a steel dropout, file the lips off
