Who have you been asking questions with? Doesn't sound plausible at all really. If Ilkeston did repair this frame, I'm sure they would have put the 753 decal in the right place, and used the correct decal. No H ref for customer specified details and no rider markings to denote team use.

Forks also look to not be right. Steerer column doesn't have much thread (from the pics you've out on) which could mean they aren't original and may have come from a larger frame.

Strange.........all the team frames built for the riders usually had their initials on them plus the number of the frame that it was (each rider, as you know, had several frames).

Who was the rider then?

Frame looks very odd to me...in many ways...I try to refrain from commenting on SBDU frames these days as there are so many apocryphal tales surrounding them. This particular frame whilst being in the livery of the TI-Raleigh (Dutch) team is not a frame issued to a member of that team.

It also lacks small details; the (under bb Campagnolo style) cable guide - usually riveted on (so it has been removed), looks to have been replaced by some clot with an oversized screw! Plus, even for the SBDU replacing a seat tube on a 753 frame would be a challenge (for obvious reasons a seat tube is a challenging tube to replace).

So, even if we were to assume that the frame is a team issue, why, when funds are relatively unlimited would you spend nearly as much time replacing a seat tube instead of merely building a replacement frame?

The OP implies the World's bands are relevant to the rider...well, look at the team's palmares (there were five World's won by four riders).

Have I got my dates mixed up - is it April 1st?

I assume that the track bike above is currently owned by the same person (judging by the wall paint colour!)?
It's almost identical to mine, but is that a 753 sticker on it? Mine is 531. So there may be an interesting story to follow.

I agree with most of the posts above re the road frame. However, I also have a Raleigh Ti Professional from 1983 (non-SBDU built), which has the later fork crown, as per your photograph. So if this frame is from 1982/3, which given your frame number, it is, then the fork could possibly be correct.
