the lugs have all been touched up by the previous owner (with a paint roller judging on the state of them!)
i think its "unitized" (what ever that means) 531 tubing

i was thinking of stripping it an powdercoating a very pale green with white lugs, then reapplying decals (graphic designer in my work is currently tracing them)
but i dont know, im worried the frame is rusted, when you move the frame you can hear bits inside the tubes
