problem fitting v brakes to 1991 alpinestars, help wanted

i've fitted some old deore v brakes to a 1991 alpinestars cro-mega. they went on okay but there seems to be play even when the caliper bolt is tight, seems like the frame boss is too long. can this be packed off with washers or are the old v brakes i have missing a spacer or something. this sounds really minor doesn't it.
