Yep he was, but I would rather have a NOS / perfect set than have to get them resprayed in addition to the frame / stem.

Exchange rates are irrelevant Well you can't ignore the sterling to dollar advantage, but the Euro / Sterling to dollar rate is so close it's of no consequence.

Can you get a devolution or similar headset to go from 1 1/4 to 1" or is it just to 1 1/8" ?
