The flanges on the end caps were bigger too but it was found that they were too big to fit some forks so there were 2 sizes in the end.

The ovalised axle was to prevent it turning in the dropouts too.

28 hole is a rarity. ;)

MAG21 and others in that style would have been a problem for the large end caps. I know for my Hope Mono's with their larger diameter than 'retro... aka steel axle m730/m900' end caps I need to file the tabs off and some of the area around the top for them to fit and tighten up. Once they are done though it does make a difference.
