orange p7 cable stops/guide

I have an orange P7 frame from about 2003 which has cable stops/guide on the top of the crosstube. in a block of three there are two stops and one guide. Why not 3 stops?

If I understand correctly, the guide is for hydraulic disc brake hose. To run a cable you'd need ferrule adapters. See the EVO2 in my signature.

You could be correct, the frame has fittings for rim brakes so I wasn't thinking of hydraulics, but I suppose it makes all options easy...
