Now I wondered that but surely you can't forget to grease them? Can you?

Well to be honest I know of some people don’t put grease in. Non greased bearing are easier to turn but of course more risk of damage..

And in some of my headsets when you put a good amount grease in it makes quite a horrid noise

Modern sealed bearing headsets don't need greasing. If that's all they are used to then that's what they'll do.

To be honest it sounds more like over loaded. Do as above.

When I do a headset I put the front wheel against a wall and push the bike against it and off again looking at the top race for movement.

Bearings surfaces of the actual headset maybe pitted or deformed if it’s an old headset.

That's what crossed my mind for a 1987 headset unless NOS. I wonder if the races show some brinelling (OK, that's the wrong term I know but everybody uses it)
