Newby: Peugeot bike id

Newby to this forum and road bikes!

I picked up my first road bike last week and I'm trying to identify what model it is. I think it's a Peugeot Tour 10 from the late 1980s however it has a signature where is should say Tour 10. Does anyone know anything about it? I can't even work out whose signature it is. I've attached some pictures of the bike below.

Any help would be appreciated. I'm also looking for some cheap wheels for it if anyone has any? The current ones a bit rusty.
