Having spent an hour struggling with getting the wire through the Tioga curved pipe, thinterweb search brought me here! Using the thin inner method worked in a few minutes!

Ive just had exactly the same problem on my swallow build. Same stem.

I found that shining a torch through the " out" side and looking in the " in side", that the cable does not run quite how you might expect.

Once i new the direction it was supposed to go it was considerably easier!

Quite a few older stems are this design.

Like already mentioned, insert the thin sheath used for protecting exposed cable between stops on frames, then thread inner cable through this. I usually leave the thin sheath in place after to help the cable run smoother.
