Need advice for my brakes on vintage Torpado

I got nice Torpado as a birthday present, but I am not sure if the brakes too big for my hands or too old. They seem very tight but also not that easy to reach. I am 5.3 tall, the frame is 49cm. Was looking at maybe getting Weinmann Dia-Compe Small Dual Safety Brake Levers. I have attached some photos of the brakes.

You look like your reaching to far for sure and you do have small hand I would try and find some different levers as for the brakes being stiff I would replace the brake cables as they are looking a bit rusted.

Angle the bars a little down, so that the hoods are closer to horizontal. You'll find it easier to pull the levers from this position, particularly from the drops, as it requires less of an unnatural twist upwards
 
Angle the bars down and move the levers down the bars a bit as well. Did compe were a bit "small hand friendly" than some.
 
Can you brake from the hoods ? Personally I always ride on the hoods and brake from there. But it depends on your riding style.
