Not a mystery at all, you won't find much info as it's a common period modification. I've three on my three...about to do another on a four speed hub.

Cyclo marketed a converter in the early 60s - not sure when they started to make them. Dave Conley made drivers for multiple sprockets in the 1980s (?) sold as Dacon converters.
yours looks like an alloy hub - is it an AC or FC? these would give a much better gear range i thin than an AW or FW.
