Mystery and Unidentified Parts

Anybody familiar with the hubs shown below? Manufacturer? Period? They are not mine. This is the only image I could find on the web.

more of an accessory than a part but i can't for the life of me figure out where this little Norco bag would go. 2 velcro loops of different sizes on the long side and 2 small loops on the short side.

Hi.

Apologies for these not being retro but it's driving me mad trying to find out who makes them.
Haven't seen the logo before and keep getting 'croix de fer' stuck in my head as they're steel and it could be a black cross...but no.
Looks to be for touring with the pannier bosses, 100mm spacing, axle to crown is 400mm.

Very grateful to anyone who can put my mind at rest eventually. 🤓

I did get a reply from posting in the road bike section which doubly confirms it.
Plus a review with pictures of the fork with that specific (older?) graphics.

It was those pesky decals that kept throwing me off the scent.

So, now I have a decent everlasting steel touring fork...hmmm...🧐
