We both tried to identify it but we didn’t come up with much.
Best thing you can do is get a decal done off gil and label it up as the mystery machine.
Does look a nice frame after all. To me it bared some similarities with a muddyfox Alu team that had been stripped of its paint.

The evo headset size,rear canti hanger and stays look very similar to an obscure Rudy Project I had in `91.I stripped the paint and polished it but cant for the life of me remember its model name.
