Mosaic XT1 Disc frame

Mosaic XT1 double butted titanium frame that won the prestigious NAHBS Best in Show category in 2013. Hand built by Aaron at Mosaic. The frame is very light (sub 3lbs) and was built for comfort in all day and sportive rides and will accommodate 30 mm tyres. The condition is excellent with no marks, scratches, pings etc. It has the etched logo graphics and a stainless steel head badge. the frame has a lifetime warranty and I have the original bill of receipt from Prestige Cycles in Hove. It has a Thomson seat collar and a tapered head tube (44mm). The frame was £3100.

I guess the first photo gives you all the dimensions you'd reasonably want to know (unless other people's body shapes are of particular interest). The owner's leg length and torso dimensions could be deduced, though flexibility and preferences would need stirring in.

Can someone tell me(us) what the purpose and implications of the 60.1mm measurement is, tangential to the front wheel point of contact? The offset is given (but is illegible: is it 47mm - rough trig would suggest that (from the 60.1 and the 72o)) and I thought that the offset was the driving variable for twitchiness/steadiness of steering, set against head tube angle.

I do not pretend to be an expert when it comes to precise frame measurements, particularly when it comes to road bikes - for which i've only ever owned 3 different types.
I have a long torso and short legs, so for my height (6'1"), many frames that supposedly fit me either come in too short in reach, or too tall in height. I like a longish reach, with shortish standover. Hence my question to OP regarding his stature - which would help me gain an understanding of the reasoning behind his dimensions.
