Where did serial number 9517 come from?

I have a 93 (serial no 8530) but it doesn't have the triple top cable routing, this certainly looks like a Mountain to me, so guessing later 93 or 94

At least in 1993 and 1994 the normal cable routing was standard and top cable routing was an extra-cost option.
