No, no, of course I wasn't expecting to get it done for free.
If I had been a regular maybe yes, but not like this.

And I understand that the job might have not been a quick one if the pedals were rusty, but then in that case I would expect him to first see the condition of the bike and then say the price. Look, your bike is a blob of rust, it's gonna take £10 to get the pedals off. Fine. I get that.

But £9.50 was the labor charge. Irrespective of me buying anything off him.
It's a bit steep. I don't have a term of comparison and I know that London is expensive but I thought it was steep.

Anyway, bought a decent spanner online. Should be here the day after tomorrow. I can't cycle anyway for another couple of days so I can wait :)

In this instance the bike shop has probably divided the day into 1/4 hr long blocks , and estimated your 'job'
as requiring the smallest time available ie 1 x 1/4 hr block

At £ 32.00 /hr ( not unreasonable in London ? ) that equates to £ 8.00 per 1/4 hr or £ 9.60 inc Vat

I think that , as mentioned above , you should have bought the pedals from the shop and probably got
free fitting along with other helpful advice for the future . You never know , there could be other problems
ahead that will need some more experienced help

In that case I won't hesitate to ask again.
An estimate, that is.
And based on that I'll make another judgement call.

I don't think he makes his living ripping people off, or he'd have run out of business already.

I went to the local cycles UK once.. it's the only local bike shop. I needed a crown race setting, a 1 min job, but I didn't have the tools and couldn't be bothered going to B & Q to get some pvc pipe to do it myself. Knowing how quick it would be, I fully expected to pay between £5 and £10. They have overheads and tools to buy as well as staff wages. I was surprised when I was told.. next time you're in town bring us some biscuits.. I brought them back 2 big packs of choccy biscuits. I also bought my inner and outer cables from them the following week, knowing they were more expensive than online shops. My point is.. if you can't be bothered to get the tool yourself don't expect it to be done for free. Would you work for free? An if the lbs does you a favour... pay it forward.
