Lamp Post Bikes

I lived in Japan for a while and when you wanted to get rid of your bike, you left it near a train station unlocked. But so did some others who didnt want their bikes taken (trusting country). so once in a while the authorities would come round and put yellow tags on seemingly abandoned bikes. If the bikes were there a week later they got impounded. So i assumed any yellow tag bike was open season after about 3-4 days :)
 
Around here, and undoubtedly elsewhere, the council remove and recycle wrecks attached to their pavement furniture, but i believe there is a process in place where the police are involved first, as removing a bike in whatever state it is in is theft. But the grey area exists where bike remains can be considered a hazard to others or be considered that because it is unsightly.

If one wants an abandoned wreck, speak to the council department concerned with road furniture and see what they suggest, although it is likely they will not help, as bikes removed aid their recycling scheme from which they derive money, now if one offers to pay, they might be more interested, as they say, money talks.
