Kona KK, with an odd ###

I don't think this is a Hei Hei as they seem to have additional holes just above the dropouts in the dropout plates. Period must be aprox 1993 due to the rear canti cable hanger and disk mount has been very nicely added in recent years. It looks a lot like my Dean, but frame number starts with different letter, canti hanger looks the same though as does all other features.

So I'm guessing a Sandvik built Dean from '93! :D

Some of the tooling that TiSports were selling off at $300 a pop.
 
Ti Sports manufactured (based on finish, welding, bullet ends, dropouts, round stays and serial number font/ position).

Not sure if they added the disc mount, though.
The retrofit TST ones I saw were 2 small tabs, rather than the usual 1-piece plate on this bike. Doesn't look great where the weld bead (or lack of?) runs over the bullet cap. So maybe added by someone else?

Brand name? No idea. :roll:

Yeah, I agree about the disc mount, looks like okay welding but not the type of tab (s) that TST used and not the same standard of welding.
