Not entirely sure of the vintage...94 I think.
No V brake backstop tab but has been run with V brakes using the collar as pictured.
No dings. No dents.
Some minor chain slap on the (doh) chainstay and minor cable rub here and there.
Decals are okay but could be refreshed..of course Gil_m is your man for superb replacement decals.
Measures 19" centre of BB to top of seat-tube. 23.5" actual top-tube.
