I see now what you are fussing so much abt.
However,
1. Some 97 have canti hanger
2. Some 98 have disc mounts.
Certainly, it is not "2-3 years" apart.
So, this is no big deal. When you make a million forks per year, there will be overlapping in tools. You have a running flow of parts being assembled by your 1000 assembly workers. Or maybe the casting tool has two parts, a top and a bottom.
So, one batch came out with both hanger and disc mount. Maybe it was 500 units, maybe it was 10000 units. We dont know. No big deal though. My 2 c.
Very well observed though. The whole combo does look weird and home made.

Disc tabs came on Judy SL in 98.
The latest Judy SL with canti I’ve seen is 96.
A few moments ago you thought you had 2 pairs …. And now you have none. So I’d say it’s a pretty rare combo.
The steerer and crown is off a much earlier one (95 SL had bolts but other Judy models did too. ) not rare in 1 Inch at all.
