Is my "new" headset actually broken?

i think it was the camera doing all the wobbling :LOL:

have you maybe used normal sized bearings in the top instead of over sized ones ?
 
The video is rubbish. I'll try to mock up some kind of mount to make it clearer, but I think the issue is already highlighted.... No response from Pace Cycles earlier so if someone else knows where to source the pace collars, I would be very grateful.
 
Superb video!

Try Justbackdated for the pace part and a local bike shop to ensure you have fitted everything correctly.
 
You could try phoning them - talking to someone - or going to your local shop.

It sounds like you could use the assistance of a professional mechanic to ensure your safety...

No one has mentioned it so I will...
Did you leave the stem loose before preloading the the topcap? If you didn't there won't be any preload on the headset at all.

Also does the shape of the top cap interfere with the steerer? Mine did and I had similar issues recently. I changed cap and added a spacer at the top to resolve it.

Sorry if this sounds stupid :oops: but you have got a star nut in the steerer :?: its just the statement above makes it sound as if your just pushing down on the stem to pre-load the bearings :?:
