Identify this crank please

Found in a friend's garage last week while trying to amass enough parts for a build. He has the non-drive side somewhere too, but apparently it cracked many years ago and was rather clumsily welded up by a friend of his.

Interesting CNC-ing, would probably polish up nicely for a garage queen. It's 175mm and compact PCD.
