Nah mate it's centre of BB to centre of top tube thus making yours 17.5".

Often listed for sale with full seat tube measurement which can confuse and frustrate

That being said, just by eye I'd say the one in the pic is a 20", looks bigger than my 19" Eldridge anyway.
