how much steerer tube is enough? Anyone?

Cindercone SS rebuild started and I would like to use an Aheadset but the steerer tube on the P2s is threaded and a bit short - how much/little tube/Aheadset penetration is safe (yes I know, I said penetration!!).

Also Impact headset is FUBARed - am assuming I can replace with owt that will fit?

... for the steerer (I'd shorten the steerer a bit more first) and the best headset you can afford.
