You say I am wrong then? How do you configure flash to use say a different MP4 codec to WMP, can you tell me where they are stored on the harddrive as well? (This could be useful information as I am doing a lot of work with Citrix HDX Flash offload and different platforms and hardware).

I haven't used XP in years so can't really remember much about what codecs it shipped with. Whenever I do a fresh install of Win 7 it will play most file extensions right off the bat. .MKV and getting subs to work is a different story. Flash usually works without installing any second party codecs. VLC generally sorts out most problems. CCCP Codec pack sorts everything out for me personally.
