Hi ,28.6mm is 1 1/8" (1.125 X 25.4 = 28.575 ) file the heigh points off the wedge ?

Inch and a quarter is the steerer size, not the quill shaft diameter, this is for inch and a quarter steerers. You need 28.6 for the internal tube diameter.
