I can't believe it's not a restoration
because the parts aren't original.

I don't think it's a 40th reissue.

This is a common model to get your quality raleigh frame painted up as, and if its genuine, the price is too low.
Didn't the seller check sold prices?

Lost crown fork is rare on 753 imo, and a cinelli bb more usual?
Bb details and brake bridge don't ring any bells either.

Looks very high quality though.
It's a fair price for a nice bike.
With any luck a raleigh specialist will pipe up.
 
Can’t comment on its authenticity but the paint doesn’t look great to me. Could just be the photos.
The thing that strikes me as odd is all the decals look minty probably new apart from the 753 sticker which I can’t work out has it been masked over and got paint on it or has it been moved from somewhere else? There’s almost a line/shadow above it as well.
 
It has a W frame number. If it was sbdu it would have an SB number. Top eyes and seat/chain stay ends are not correct. @vcballbat
Is that always the case? From when I was interested in such things I recall that "W" was used well after all production left Worksop - or did that apply only to "Carltons"? Such models were however commonly less than 100% genuine even 25 years ago.
