Time for an update. I finally addressed the issue of the front mudguard by building a new wheel in 20 inch 406 size which is a little smaller. With a slightly bigger tyre 406 x 1 3/4 rather than 451 x 1 3/8 is pretty much the same diameter overall. The rim is a Sun CR18 on Hope Mono Pro 3 - 32h. Spoke lengths are 188 mm, which are just about right for 2 cross, I used the SJS stainless spokes again and they were fine. I can confirm there is enough adjustment in the Paul brake to fit a 406 or a 451 wheel
