Couldn't flip wheel over as I needed to remove either cassette or disc adaptor, both of which I don't have tools for with me.
I did some measuring but can't see any deformation or difference between the two chain stays.
I did remove the rear hanger and place the wheel in, and the alignment was central. So I'm thinking I need something the other side to even it out. Not sure what thought yet...

Lose the mech hanger temporarily, put the wheel back in the frame. If it ensds up where it's supposed to be, you got some filing to do.
 
you could bond some metal in to the other drop out to "level" out the rear axle

I'd try what Tufty suggested above, remove the mech hanger and fit the wheel into the dropouts, see if it sits straight then.
From the photo it looks like the mech hanger adds a few mm of material to the drop out, might be that which is making the wheel sit awry.
 
how is this possible - surely the manufacturer would not sell a bike like this?

is it the correct mech hanger fitted?

I'd just find a strip of same thickness alumimium then glue it in - the force to keep the wheel in place results from tightening the skewer, the strip would act as a spacer.

Try rotating the wheel first.
The axle looks snug on both sides.
I think removing the mech hanger compensated for the wheel being wrongly dished.
 
The dishing needs checking before you do anything else - easiest way as someone has already mentioned is to take the wheel out and turn it around. Another way would be to borrow another wheel that you know is right and see if that is the same.

I have the same issue at the minute - fortunately it is the wheel that is the problem rather than the frame.

Well yes, it shouldn't be and it points to dishing perhaps not being the problem but checking that is the cheapest starting point- you don't want to be filing stuff before checking that in my inexperienced but honest opinion.
