Frame identification, got me stumped

I picked up this bike and cannot ID the frame.
All the components hint at a Raleigh, (Raleigh branded Weinman brakes\Raleigh cable guides under the BB, Custom stem\chainset etc) but because it's had a coat of the dreaded hammerite there's not a lot to go on. Nice chromed forks, reasonably light for a 57cm C-T.
There is a frame number on the outside nearside drop out - 11529 - but doesn't conform to Raleigh, even the ones done in 1973 as there are too few digits. Cannot see any number under the BB due to the hammerite.
Any help gratefully accepted !

I was thinking the same... Still can't complain for £25!
Just be nice to ID it, rides OK.

Can't help with the ID, and agree with @pigman that it is not a high end frame.

But, it looks quite nice, and if it fits and rides well, you've done very well for £25.

My experience is that if a frame is well-designed and well-made the tubing and dropouts don't make much of a difference to me. Some of my favorite rides are lower end models.
