Might help if you post some more pics of the frame, details like drop outs, cable guides and other details are more likely to help with identification over a serial number I think
Van Tuyl were a Dutch brand. This frame is probably made in the far east. Looks like aluminium with a carbon rear end. Van Tuyl are always good quality bikes. (VT 250)
