What is required to fix an air leak in a fox fork?

I take it the seal that is visible on the outside, as fitted to the lowers is not the air seal but there is another inside the legs? Does the bush need to be removed to get at it?


Appears the seals i refer to are the dust seals, only other seal is o ring for the top caps, or at least that is what i have found out so far.

The air chamber is sealed a the top and bottom with o-rings, there are no air seals in the lowers. There's an o-ring above the threads on the top cap, obviously it could be the valve on the top cap as well. At the bottom of the stanchions, there's a circlip with a white plastic bit under it - this has an o-ring around the outside and one on the inside where the spring shaft (or whatever you call it) goes through. The spring shaft itself has a seal around the top of it.
 
Thanks for the update.

Using washing up liquid solution, i can see bubbles on one side of the top cap so the o-ring is bad.
Tried temporary bodge with ptfe tape but no use.
