Forks.......threading..........who?

My LBS does it. Proper bike shop with useful tools like that. It's Horsham, West Sussex if that's any where near you.

I think you said it all GOOD! How many are left?

I am an engineer by trade and I really cannot see that it would be heat treated to a high hardnes level as it would make its shear strength poor.
Also if they hardened the fine threads they would strip when tightening.

Basically they would shear or snap if too hard as soon as you hit anything. They might in some cases be normalised by heating and leaving to cool to stop stress fractures if anything is done.
Ive seen lot of bent forks but not too many snapped steerers.

I am fairly sure you could add threads with a good thread die and plenty of cutting compund.
