I've been trying to source a super low stack threaded 1" headset and am not having much luck. Most 1" threaded headsets seem to be around 38mm to 42 mm these days.

Tange Seiki Passage 30.3mm, Tange Seiki Levin CDS 33.3mm, or you could look out for an early 90's Shimano 105 headset which was around 33mm stack.

I don't know if you have sorted this already, but I have also used a Tange Passage headset in a situation like this. It has a super low stack of 30 mm. is available in several finishes

Edit, not to be confused with the aluminum Tange Passage DX, which has a more normal stack height.
